BACKGROUND
This study forms part of a larger international project . The
purpose of the project is to study and analyse how and to what
extent the tightening economic resources in society has
resulted in changes and renewal within the scope of municipal
operations. Denmark, Norway and the US are only a few examples
of the countries participating in the project. All
municipalities in Sweden are covered by the study. The
questionnaire was directed to chief economic directors and
contained seven different parts: Budgeting and the budgeting
process; Changes within the municipality; Planning and working
routines; The municipality's economic situation; Fiscal
management strategies; Comparisons with other municipalities;
and background information.

The following four questions (25-28) are dealing with
different fiscal management strategies
25 The following list contains a number of measures which, in
varying degrees, can be applied to obtain balance in the
municipal budget. The measures concern municipal financing,
activities, personnel and organization.
State for each of these measures (1) if it has been used in
your municipality during the current fiscal year, 1986, and
(2) if it will be used during the coming fiscal year 1987.
We are especially interested in measures which, according to
the municipal yearly budget or long term budget, make up
important parts of the municipality's short and long term
strategies.
